REPORT IT!
To report an odour incident to North West Leicestershire District Council use the following details:

Or 01530 454789 Between 5pm and 9 am
If you are presented with an automated voice then Hold, when connected to Customer Services inform them that you want to report a smell or odour problem for Measham.
You need to tell them of where you noted the odour i.e. Road Name, and the type of smell, i.e. manure type smell; however it should be suffice to say the "Measham Smell".
They may ask for your name and address and a contact number. Tell the advisor whether you want your details to be kept confidential. That should be it, thank you.
If the customer services advisor is unaware of the problem then please ask them to contact Minna Haines or John Richardson to ensure the matter is dealt with correctly.
Alternatively send them an email to: environmental.protection@NWLeicestershire.gov.uk
Set the Subject Field to "Measham Smell" and then record the location and severity of the Smell from 1 through 6 (6 is the worst).
That should be it and you should receive an automated reply.
